PROGRAM OVERVIEW

The Delaware Child Development Resource & Referral Program offers training and technical assistance for all child care providers and supports family child care homes and centers. We provide a toll free line for families to call and help them find child care programs that fit their needs. Resource & Referral Resource Room has books, materials, curriculum, theme kits, and more for parents and child care providers to check out. The Resource Room is at the Delaware Child Development offices located in Bartlesville.

The mission of Resource & Referral is to improve and maintain the quality and affordability of child care in central Oklahoma through collaboration with community and state organizations, as well as by assisting child care providers in locating adequate resources and referring parents to child care programs that meet their specific needs.

Family Support

Resource & Referral has the privilege of serving and working with families, child care providers and communities in many ways. We work with parents and families by providing child care referrals and guidelines to help families choose quality child care. As parents and grandparents, we understand that choosing a child care provider can be a very stressful ordeal. Our goal with each parent is to help alleviate as many concerns as possible by giving them the resources they need to select the right child care setting.

Provider Services

On the provider side, we have the honor of working with child care providers by offering monthly trainings, technical assistance, and professional development programs. Part of our duties include increasing the supply of quality care by recruiting new family child care homes and helping with startup, expansion and quality improvement of new school-age programs and child care centers. We serve as a resource to providers by offering information to child care decision makers to help them assess need and allocate resources.

Community Involvement & Advocacy

In regard to the communities, we advocate for quality child care at state and national level on pertinent child care related issues. We strongly believe that every child should have access to child care in a nurturing, safe and stimulating environment and our objective is to assist providers, parents, and communities to make this a reality. Resource and Referral is actively involved in various community events and groups throughout the nine county service areas.

Child Care Locator

The Oklahoma Child Care Locator can help families make a child care choice that is right for their family. The Child Care Locator provides a list of child care providers in our area. Upon registering, families can provide a search of Oklahoma child care providers. Additionally, families can find additional resources on quality checklists and ratings, types of care, financial assistance, and inspections.

Public Policy & Advocacy

The Oklahoma's Public Policy & Action Center works to strengthen the quality of child care throughout Oklahoma and the United States. In every state, child care can be hard to find, difficult to afford, and of mediocre quality. The Center's goal is to inform individuals about important updates regarding these and other issues and how one can take action.

MEET THE TEAM
KELSEY THOMAS
Lead Resource and Referral Specialist

Kelsey holds a bachelors of Arts in Psychology and has been with DCD for over 7 years. In her position, she serves child care centers, family child care homes, mother’s day out programs, Early Head Start/Head Start programs, school-age care programs, and Tribal programs across 9 counties in Oklahoma by providing training and technical assistance. Beyond serving locally, Kelsey has presented on a national and international level representing Tribal Child Care across Oklahoma and showed observers how Tribes in Oklahoma as using Child Care Development Funds to provide quality care and services to children and families in their communities.
