Delaware Child Development Program provides quality services through partnerships with families, providers and the community while nurturing the development of the whole child and supporting cultural and family values.
The Delaware Child Development Program believes that all children deserve a caring, nurturing environment in which to grow and develop to his / her fullest potential. Our mission is to work with many other agencies, businesses, and individuals to help guide that to happen. By working with centers, family child care homes, schools, parents, or the community, we hope to touch the lives of all children that we encounter either directly or indirectly. Education and knowledge is the key to addressing this need.
The core of our belief lies with the heart, mind and souls of our future – our children. We must do everything in our power to inform and educate the public regarding the importance of a strong foundation for our children. Only then, will we be able to see a societal change that will embrace the importance of opportunities for children at an early age.
The Delaware Child Development Program has very dedicated and knowledgeable staff that serves in many capacities with the single goal of strengthening children’s programs. They are leaders in the mission to educate and inform. They are vessels for change in programming and policy. They work with children, parents, child care providers, and business and community leaders to continually demonstrate and show them what we know to be a fact – THE EARLY YEARS OF A CHILD’S LIFE IS THE MOST IMPORTANT TIME OF HIS / HER LIFE!
Sincerely,
Sherry Rackliff, Executive Director

Our team has also written grants and implemented construction, planning, and programming for four child development centers for children ages birth through eight years and began programs for Resource and Referral, Success By Six, Child Nutrition Program (CACFP) and more. I have attended the Harvard School of Design for Child Care Centers summer session. I have served as Chair of the Oklahoma Tribal Child Care Association and Secretary of the National Indian Child Care Association (NICCA) and am a Fellow with Children's Defense Fund Leadership Network and work closely with child advocate groups in Washington, D.C. such as National Women's Law Center, CDF, Center for Law and Social Policy (CLASP) and National Association of Child Care Resource and Referral Agencies (NACCRRA). I, as well as several of our staff have presented at many national, regional, and state level conferences on tribal/state collaboration, budgeting, grant writing, programming, and curriculum. I am currently serving a third term in an elected position on our local school board. I am a very strong advocate of promoting agencies to work together to provide the best possible learning environments for young children and am avid about educating the communities on the importance of early childhood experiences using scientific data from the latest neuroscience research.
